In the post 9/11-Katrina “multi disaster environment," a better method of prioritization was required to address the planning and response options of the multiple assets defined as critical infrastructure and key resources (CIKR). Local, state and national authorities needed a methodology to be able to integrate, categorize and prioritize assets based on various risk criteria, as well as the direct and indirect measures of these impacts. The approach has to clearly identify and efficiently allocate limited resources and better define requirements to address prevention, deterrence, detection, response, restoration and continuity of operations.
