Issued on February 12, 2007, Homeland Security Presidential Directive-19 (HSPD-19) established national policies regarding terrorist explosive attacks and called for development of a national strategy and implementation plan for how to more effectively deter, prevent, detect, protect against, and respond to terrorist use of explosives. In order to coordinate implementation of the national strategy, the HSPD-19 Implementation Joint Program Office (JPO) was established to serve as the joint, authoritative Federal Government resource for HSPD-19 policy, planning, and decision support.
This federal interagency effort is led by DHS, DOJ, DOD and ODNI. Additionally, the HSPD-19 Implementation Plan directs DHS to coordinate national Counter-IED RDT&E efforts. This session will address current approaches being taken to foster interagency collaboration and information sharing amongst Federal Counter-IED programs, and maximize efficiencies while reducing gaps and redundancies. It will also highlight the research challenges for countering IEDs, and opportunities for partnering with the federal government in this area.
