The 9-11 Commission Report and subsequent analyses pointed out that competition between government and non-government entities often impedes collaboration. While it is well known that there are silos of unshared information, attempts to foster collaboration between agencies are often fraught with institutional and technical challenges. Nevertheless, there are market forces and technological advances that make aspects of collaboration almost impossible to stop. This lecture will address trends in social media affecting national security professionals as they grapple with what it looks like to network and collaborate in a transparent, global and virtual world.
