Jessica Blond Seepersad, CBCP, CEM is an experienced COOP/BCP consultant who has helped numerous federal and private sector clients develop and implement plans, programs, and strategies.  Ms. Seepersad is well versed with industry standards and best practices, and with helping clients obtain program compliance, and develop robust readiness capabilities. Ms. Seepersad serves as Program Area Lead for COOP at NASA Headquarters, and has previously assisted organizations including the Federal Trade Commission, Millennial Challenge Corporation, and PCS Nitrogen with contingency planning development and services.  She has been integral in Eagle Horizon exercise design, development and implementation since 2009.

Her technical expertise includes everything from Business Impact Analyses, to Risk Assessments/Security Reviews, IT contingency planning, BIA/BCP software development, emergency preparedness, and tests, training and exercises (TTE). She is experienced with business development and helping organizations form partnerships, internationally and nationally, to develop mutually beneficial relationships amongst private, quasi-private and non-profit/government sectors.

Ms. Seepersad served as President of the Association of Contingency Planners (ACP), Washington, DC Chapter from 2010-2012, and as Vice President from 2008-2010.  She is a DRII Certified Business Continuity Professional (CBCP), as well as a Certified Emergency Manager (CEM) through IAEM. Ms. Seepersad holds a Bachelor of Science Foreign Service (BSFS) from Georgetown University and a Master of Science (MSc) from The London School of Economics.  She speaks Russian and French.
