Bonnie L. Regan

Police Captain / Acting Deputy Director

Office of Emergency Management, Arlington County Police Department

Bonnie L. Regan is a thirty (30) year veteran of the Arlington County Police Department, and is currently assigned to the Office of Emergency Management as the Acting Deputy Director.  OEM is responsible for managing the County’s Comprehensive Emergency Management Program and its Component Plans.  Captain Regan is responsible for the day to day operations of OEM to include preparedness planning initiatives / project management and emergency response / Emergency Operation Center activations.

She began her career with the ACPD in 1982 as a patrol officer and subsequently served as a Master Police Officer, Detective with the Auto Theft Unit, and Corporal with the Midnight Patrol Section.  From 1992 to 1996, Regan served in the Special Operations Section where she coordinated numerous special events, to include several Marine Corp Marathons.  She was then promoted to Sergeant and played an instrumental role in establishing Community Policing Teams for the ACPD.   In 1998, she was promoted to the rank of Lieutenant working in the Fourth District as the Assistant Commander and later as the Aide to the Chief of Police.

In June, 2000 she was promoted to the rank of Captain and served as the Commander of the Department’s Internal Affairs Section until May, 2004.  From 2004 to 2006, Captain Regan returned to the Special Operations Section (SOS) serving as the Commander which included responsibility for the Emergency Response (SWAT) and Crisis Negotiation Units.  She was also the Incident Commander for several high profile special events.

In November 2006, Captain Regan was assigned to the Office of Emergency Management (OEM) as one of four Public Safety liaisons fulfilling a Deputy Coordinator’s position.  In May 2007, she became the Acting Deputy Director of OEM. 

Captain Regan holds a Master’s of Arts in Homeland Security Studies from the Naval Postgraduate School’s Center for Homeland Defense and Security and a Bachelor of Arts in Criminal Justice from the University of South Carolina.  She is a 1999 graduate of the FBI National Academy / 198th Class. She is a member of the International Association of Chiefs of Police, the National Association of Women Law Enforcement Executives, the Virginia Emergency Managers Association, and the International Association of Emergency.
