Bernard Holt is a senior security specialist for the Interagency Security Committee (ISC), a collaborative body focused on improving physical security and protection of Federal civilian facilities in the United States. Chaired by the Assistant Secretary for Infrastructure Protection (IP), the ISC was created by Executive Order 12977 in 1995 following the bombing of the Alfred Murrah Federal Building in Oklahoma City. Its mandate is to assess physical security vulnerabilities, develop and publish security standards and best practices, and oversee implementation.  The ISC plays a critical role in the Department of Homeland Security’s (DHS) mission to protect the nation’s critical infrastructure and key resources.  As a Security Specialist, Mr. Holt works with the ISC Executive Director as his Deputy to develop priorities, to facilitate numerous Working Groups and assist with the publication of standards, best practices, and guidelines.

Since he joined the ISC in 2008, Mr. Holt was the project manager for the development and implementation of numerous standards, best practices, guides, and training initiatives for the Federal community.

In his previous position as the Senior Emergency Preparedness Officer for the Security and Emergency Preparedness Section contractor for the United States Federal Deposit Insurance Corporation (FDIC) in Washington, DC.  Mr. Holt collaborated in the management, planning, development, training, and coordination of a federal agency’s emergency preparedness and business continuity program at facilities in Washington DC, 6 regional and 80 field offices located across the country.  He was integral in the development of a computer based emergency preparedness training program for all personnel and assisted in the development of an emergency preparedness and business continuity program.

Before joining the FDIC, Mr. Holt was the Director of the Office of Risk Management, the Department of Public Safety and the Physical Plant Department at Gallaudet University (GU). As Director, he managed the daily operations of these departments on a 99 acre campus with 45 buildings. He was a member of a team that developed and implemented a multi-million dollar, campus wide enhancement project that included a new fiber-optic backbone system to grade the automated energy management system; new security camera CCTV surveillance, physical security access system, emergency blue lights phone system; upgrade of designated building voice/data copper and fiber cabling; phone switch system assessment; and a phased upgrade to a robust high-band-width Asynchronous Transfer Mode (ATM) data network. He coordinated and facilitated training programs with federal and local law enforcement and safety agencies. Mr. Holt also conducted comprehensive criminal, administrative and occupational safety investigations on the university campus.

Mr. Holt received a Master’s degree in Human Resource Development from Bowie State University and a Bachelor’s degree in Business Administration from the University of Maryland.
