Michael Howell serves as the Deputy Program Manager for the Information Sharing Environment (PM-ISE). The PM-ISE is the national office for responsible information sharing. Mr. Howell was the Deputy Administrator for Electronic Government and Information Technology at the Office of Management and Budget. He supported the 2008 Presidential transition and the implementation of management reforms and initiatives to improve IT investment management and cybersecurity. He was the Chief Information Officer (CIO) for the Department of the Interior and for the U.S. Fish and Wildlife Service.
Mr. Howell spent several years in the Bureau of Land Management’s Oregon State Office, in the Eugene District on forest inventory, land use planning, and environmental analysis, and in the Medford District in a variety of forest management jobs. His career began with the U.S. Forest Service in the Coeur d'Alene National Forest in Idaho and the Olympic National Forest in Washington.
Mr. Howell graduated from Pennsylvania State University with a degree in Forest Science with a minor in Wildlife Management. He has also completed the CIO certification program at the National Defense University IRM College and he obtained the Certified Information System Security Professional certificate.
