William (Bill) R. Stout

William Stout is a Program Manager within the Department of Homeland Security’s Science and Technology (S&T) Directorate. In this role, he leads efforts to strengthen information sharing for S&T’s First Responders Group and its stakeholders in the emergency response community. Bill brings a wealth of Federal law enforcement experience to DHS including 20 years as a Federal law enforcement officer with the U.S. Supreme Court Police and the Pentagon Force Protection Agency’s U.S. Pentagon Police Department. Following the September 11, 2001 terrorist attacks, he was assigned to the Operations Division as the Incident Site Commander where he was ultimately responsible for all security and law enforcement actions taken on the site. Throughout his career, Bill has also served in Field Training, anti-terrorism, personal protection of High Risk Personnel, Special Events, and Training Coordinator roles.
