Meeting the threat of improvised explosive devices (IEDs) requires government agencies and industry to collaborate in developing new and improved tools to help responders disable such devices and act effectively to mitigate their effects. This panel session will present and discuss several such collaborative efforts. The panel will include project managers from S&T’s First Responders Group and Resilient Systems Division, a representative of the National Bomb Squad Commanders Advisory Board, and a representative of the FBI’s Hazardous Devices School, which trains and certifies the nation’s civilian bomb technicians.

Learning Objectives:

The panel will focus on four programs and technologies:

  1. The Urban Blast Tool:

    A software program that helps responders quickly determine the potential impact area of a discovered IED.  Quantifies effects of blast in urban environments, including influence of buildings on blast pressures from explosions and the potential for blast pressures to damage structural members of buildings.

    Accounts for the sensitivity of buildings to progressively collapse due to damage of key support members.

  2. FirstApp:

    A mobile device application that assists responders in determining effective evacuation plans and placing road blocks and other barriers around a discovered IED, as well as providing information on schools, hospitals, and similar facilities in or near the danger zone.

  3. The Semi Autonomous Pipe Bomb End-cap Remover:

    A robotic tool for disarming pipe bombs and retaining physical evidence while keeping bomb technicians at a safe distance.

  4. Support for State and Local Bomb Squads:

    A collaborative program focused on developing technologies to fill current capability gaps identified by the nation’s civilian bomb squads.
