Ronald M. Layton
Deputy Chief Information Officer, United States Secret Service
Ron Layton was appointed to the position of Deputy Chief Information Officer (DCIO) for the United States Secret Service in January of 2013. He is responsible for a wide range of activity relating to Information Technology and is a 20 year veteran of the agency. Formerly, Mr. Layton was in charge of all Secret Service investigations for the State of West Virginia. In additional previous assignments, Ron was the former Program Director for the Secret Service Electronic Crimes Task Force (ECTF) initiative supervising 17 ECTF's across the United States.

Kevin Kolbye
Assistant Special Agent in Charge (ASAC), Federal Bureau of Investigation
Assistant Special Agent in Charge Kevin F. Kolbye oversees all the national security investigations in the FBI's Dallas office, which is an area of responsibility that spans over 137 counties in North Texas. Mr. Kolbye recently returned from Libya, serving as the On-Scene Commander for the Benghazi investigation into the deaths of four Americans. In 2009, he also severed as the On-Scene Commander for all FBI investigative and intelligence operations in Afghanistan during Operation Enduring Freedom.

Prior to joining Raytheon, he was Vice President, Cyber Programs for CUBIC Corporation where he lead an initial Cyber acquisition to launch the new subsidiary, and as Vice President, Business Development at SAIC Corporation, overseeing marketing and business development for the firm's large and diverse Information Assurance and Cyber Security Business area. Harvey O. Perriott is the Protective Security Advisor (PSA) for the North Texas District and has served in that capacity for over seven years. Mr. Perriott supports homeland security efforts serving as an advisor and reach-back capacity for the state’s Homeland Security Advisor, as well as private sector infrastructure owners and operators throughout 65 counties in north Texas. He contributes to the development of the national risk picture by assisting with the identification of critical infrastructure, assessment of vulnerabilities and recommendation of appropriate protective measures to improve security posture and site resiliency.

Dr. McGuinness or ”Dr. Moe” as she is known by students has been at UNT for the past 16 years in the Division of Student Affairs. Dr. Moe is responsible for overseeing areas such as Student Conduct, Student Legal Services, Substance Abuse Resource Center, Greek Life and the Dean of Students office. She is also the chairperson for the UNT CARE Team which assists UNT students who might be a threat to themselves or others and is responsible for educating our student population on campus safety issues such as drugs, alcohol, shots fired on campus, hazing, etc.

Chief Craig R. Miller
Chief of Police, Dallas ISD Police Department
Chief Craig Miller assumed his position as the Chief of Police for the Dallas ISD in October 2011. Prior to this appointment, Chief Miller retired as Deputy Chief of Police for the Dallas Police Department after a 30 year career. When Chief Miller retired from DPD, he was assigned as the Division Commander over the Crimes Against Person’s Division. In this position he was responsible for all criminal investigations involving murders, sexual assaults, robberies, assaults and the CSI function for 1.3 million people.

Lieutenant Joseph M. Sparrow

Lieutenant Joseph M. Sparrow is an eighteen year veteran of the Fort Worth Police Department. He is currently assigned as commander of the FWPD School Security Initiative Unit. The function of the School Security Initiative Section (SSI) is to work in coordination with school administrators as School Resource Officers (SRO’s) in an effort to provide a safe environment in the schools that contract with the police department for SRO services located in the City of Fort Worth.
